The most significant change in the Russian Federation diplomatic policy of the Indo-Pacific region is that after Putin took office. Putin's administration made some adjustments in the eastward adjustment from Yeltsin's Indo-Pacific policy. Putin re-engaged with Southeast Asian countries after his taking office, visit Indo- Pacific countries actively, use multilateral mechanisms and meetings to strengthen relations with Indo- Pacific countries. And he also strengthens Russia's participation in Indo- Pacific affairs. And the most important thing is to enhance economic cooperation with the Indo- Pacific region to increase its influence in this region. Eastward policy development during the Putin period can be discovered in three "Foreign Policy Concept of the Russian Federation" in 2000, 2013, and 2016. In the Indo-Pacific part, Asia's description has become more and more important in the foreign policy of the Russian Federation. The relationship with China also emphasizes two countries' political, military, economic, and energy cooperation will be more tighten. By the time Southeast Asia becoming more important to Russia. Developing relations with some countries in Southeast Asia can also balance the relations between Sino-Russia, Russia can also avoid relying too deep on China. On the other hand, Russia is also trying to play another independent partner's role, giving Southeast Asian countries an alternative between the United States and China. Furthermore, even though Russia's international influence is not as strong as the United States, it still has a geographical advantage over the ASEAN countries. If Russia can use its regional advantages to seek benefit-sharing with the ASEAN, it can maintain its balance with other countries. As for ASEAN countries, it's not easy to rely on Russia, but to make good relations with Russia is to seek another Protectorate nearby. As above, in the future, Russia and Southeast Asian countries' relationships will still getting closer continuity.
