This paper intends to evaluate the overall performance of the agricultural credit guarantee system in Taiwan. We review the successful experience of loan guarantee programs provided by the Farm Service Agency in the U.S. and propose policy suggestions for enhancing the mechanism and performance of the agricultural credit guarantee system in Taiwan. The main concerns of this system can be summarized into: the shortage of its funding, limited participation of banks, worse quality of guaranteed loans, and the increase of delinquent loans. We suggest to encourage the participation of banks in the system, and to avoid the problem of moral hazard as well. We also suggest the mechanism should be designed to reduce the risk of guaranteed loans. In addition, our loan guarantee programs should be consistent with the trend of changing agricultural economic environment and the future development of agriculture in Taiwan.
