Ship safety is always an essential issue. Due to technology changes and manning decreasing, Ship safety issue becomes more important than ever before. Then, education and training play an important role of ship safety. Philosophy, scope, fields of education and training are addressed. Safety assessment, system safety, and safety classification are emphasized. A model of total system reliability including sub-system reliability, operation reliability and operator reliability is presented. Fault management, man-machine interface, total quality assurance program, and computer quality control are addressed.
