風險評估對於船舶安全管理體系的影響
Risk Assessment Regarding Influence of Ships Safety Management System
摘要
航行於台灣海域發生海難事故機率約為千分之1. 13，而其中因人為因素造成海難事故發生比率達80%以上，是屬於中高風險程度。為降低船舶發生海難事故機率，增加船舶安全營運管理，唯有消除或減少影響航行安全因素的影響性。航運業者應建立風險評估與管理的意識，加強船員的訓練與教育改善，改善船舶狀況並加強檢驗，落實國際安全管理章程的實施，以及加強統合安全評估的研究。

The navigation has the marine accident probability in Taiwan sea area approximately is 1.13/1000, but because the human factor causes the marine accident to have the ratio to reach above 80%, it is the risky degree. In order to reduce the ships to have the marine accident probability, increase the shipping safe operation to manage, only dispel or reduce influence and sail on the influence of the safety factor. The shipping owner and entrepreneur should establish the risk assessment and risk management consciousness, strengthens crew's training and the education improvement, improve the ships condition and strengthens the examination, implement the implementation of the International Safety Management (ISM) Code n, as well as strengthens the research of the Formal Safety Assessment (FSA).
