港勤拖船之機艙資源管理規劃

摘要

港勤拖船作業性質及作業環境與一般商船相比較有很大的差異，加上每日頻繁的協助貨船的進出，因而拖船之操作安全更形重要。如何將商船之船舶資源管理之精神導入拖船之作業是本研究的重點，本研究審視拖船的所有作業，訪談專家，並融入本人在拖船五年以上之工作經驗而擬定出拖船作業柴油主機先期故障之檢查表，突發故障的應對之緊急應變程序，幫助故障研判之故障樹狀圖及對證下藥之異常原因與對策，期望能對拖船繁重作業的安全管理有所貢獻。

It is the purpose of this thesis to establish a prevention checklist for dealing with diesel engine breakdown of tug boat in advance, an emergency restoring procedure for sudden engine failure, and a tree diagram for the analysis of engine faults to determine the cause of abnormality and its countermeasures .It is quite different for the operation condition in between the tug boad and merchant ship. With frequent assistances of merchant vessels in and out of the harbor, it is much more important for tug boat to operate safely. To merge the main idea of resource management of merchant ship into tug board operation is the key point of this research. With the integration of five-year experience of tug board operation of my own and interview with other expertise hopefully, contribution to manage such a busy tug operation safely is expectable.
