壓艙水管理系統之評選

A Selection of Ballast Water Management System

摘要


本研究係以壓艙水管理系統之評選為主要目的。首先,說明國際壓艙水管理公約之背景;繼而,說明目前通行之壓艙水管理技術,包括機械方法、物理方法與化學方法;最後,則以我國貨櫃航商建置壓艙水管理系統的實例進行分析,該實例有四套系統,而本研究採用建置成本、運維成本、銷售實績、服務據點與保固年限等五項準則,並以正負理想解相對距離法(Technique for Order of Preference by Similarity to Ideal Solution, TOPSIS)為評選方法,且分為三種目標情境,即分別是準則之重要性均等、著重成本與著重服務等情境進行評選。此研究結果應可作為航商評選壓艙水管理系統之參考。

This research aims to select and evaluate ballast water management system (BWMS). Firstly, the background of International Convention for the Control and Management of Ships' Ballast Water and Sediments is introduced. The ballast water treatment technologies including of mechanical, physical and chemical methods are summarized in subsequent. A case study of Taiwanese container shipowner is analyzed based on TOPSIS. The criteria of installation costs, maintenance cost, sales performance, service points and warranty are considered. Based on different objective, three scenarios including of equal importance of criteria, focused on cost or service are analyzed respectively. The result could provide as a suggestion for shipowner to select and evaluate the BMWS.
