築港基石:日治時期基隆築港機關的建置與築港社群的形成

The Bureau of Keelung Harbor Construction and The Community in the Japanese Colonial Period

摘要


築港工程是近代國家重要的交通基礎建設,而築港機關是築港發展的基石。過去研究築港,多著重在工程設施進度,本文以基隆築港機關建置為中心,將築港機關的發展分為開創期、調整期與穩定期,分別介紹各時期的發展特色,以及在港畔所建立特殊的築港社群。因事業公債法的通過,1900年臺灣總督府成立臨時臺灣基隆築港局,成為獨立於土木課之外、專司築港事務的單位,其間制定的法令規則與聘任人員,具有開創性的地位。隨著南北兩大港口的築設,總督府雖欲成立專司臺灣港口的築港局,未成後於1908年改設工事部總攬,隨即進入一連串築港與土木官廳的調整期,造成職員流動頻繁,亦反映在當時的築港工程上。至1924年總督府將築港事務移至交通局之下,築港機關與職員相對穩定發展,原以渡臺日人為主的築港技術人員,也越來越具有臺灣色彩。築港機關的建立,也在地方社會建立起特殊的社群。對技術官僚塑造築港者形象,使得築港社群在地方上成為殖民統治階級的象徵。

Harbor construction is an important transportation infrastructure in modern countries, and harbor construction bureau is the cornerstone of development. This article describes the change of Harbor Construction Bureau in Keelung, where established a special community of harbor construction. First, by the Taiwan Public Bond Law, the Governor General of Taiwan has established the Extraordinary Taiwan Keelung Harbor Construction Bureau, which created the rule and personnel regulations of office. Second, after The Taiwan Harbor Construction Bureau was fail, the office harbor construction in Keelung was Several changes in short time. Therefore, staff changes frequently on this period. Third, Harbor Construction was under the Transportation Bureau from 1924, the office and staff has stabled relatively, and the Taiwanes features was more important. In addition to the mechanism, the people in the community of harbor construction has been a symbol of colonial rule class in Keelung.
