Shipping Policy of Taiwan Government on FOC

我國對權宜籍船之海運政策分析

摘要


台灣籍船舶艘數與船噸數逐年下降,雖然政府所推動一系列獎助措施,似乎抵擋不住船東外移懸掛權宜籍船舶狂潮,包括低稅賦、雇用外籍船舶、免徵用以及自由往來兩岸港口。本研究簡要回顧1936-2001年海運政策,並且對於現行政府所採行稅賦減免、船員雇傭、船貨協調、船舶補助、兩岸直航、雙重船籍檢查證書以及徵用補助措施作分析,最後尋求合適建議對策供參考。

National Fleet’s flagging out become a serious issue over decade, Taiwan government has released a number of measures to deal with FOC issues such as vessel construction fund and foreign seaman number allowances, however it seems to be no any attractiveness for our national shipping companies. The paper attempts to explore the main issues of flagging out, review exiting maritime policy, and find out some reasonable alternatives for government to deal with FOC issues.
