我國國輪發展問題與對策之研究
Issues and Countermeasure for Development of National Flag Ships
摘要
臺灣四面環海，海運承擔95%以上進出口貿易之貨物運輸，航業不僅對國家經濟重要，更因它被認為是第二海軍而對國防重要，毋庸置疑，航業應與國家經濟發展同步成長，但過去十年，國輪船隊逐年萎縮，這說明國輪發展出了問題。 本論文嘗試探討國輪發展面臨問題而後提出解決對策，經由資料分析歸納國輪發展面臨問題為：1)船齡高；2)船舶出籍比例高；3)進出口貨物承運比例及進出口貨物運費收入比例均逐年降低；4)缺乏政府獎勵或扶植；5)國輪之外籍船員比例逐年增高。 本論文針對國輪發展問題提出之解決對策為：1)評估並恢復必要之航業獎勵或扶植措施；2)促成並擴大兩岸通航；3)改革海事教育做為國輪發展之後盾；4)設法扭轉船舶出籍趨勢。

Taiwan is surrounded by ocean. This makes shipping bear 95% or more of cargo transport caused by international trade. Shipping industry is not only important to national economy but also crucial to national defense because of its role of back-up of navy. Undoubtedly, shipping industry should grow with the pace of growth of national economy. However, in the past decade the national fleet declined year by year significantly. This indicates something wrong in the development of shipping industry. This thesis attempts to analyze problems existing in the operations of national fleet and then to propose countermeasure for those problems. The key problems of national fleet operations found in this thesis includes: 1) high ship-age; 2) high percentage of flag-out;3) both the percentages in term of cargo volume carried and transport fees yielded by national fleet declined year by year;4) short of incentives for national fleet operations;5) high percentage of foreign crew hired by national fleet. The countermeasure proposed in this thesis includes:1)to re-evaluate and to restore necessary incentives for national fleet operations;2) to set up cross-strait shipping;3) to reform maritime education so as to back up the development of national fleet;4) to do some efforts for the reverse of the trend of flag-out.
