社區照顧：老人餐食服務模式之探討與建構

摘要

「福利社區化」及「在家老化」的「社區照顧模式」已發展成爲福利服務的新趨勢，而且「健康終老」的理念更是高齡化國家最高生活品質的指標之一。本研究以福利社區化實驗計畫中所推展的「老人送餐服務」爲研究對象，企圖從深入訪談的實務資料中，瞭解方案的規劃理念、定位、執行方式、服務對象、收費概況、服務輸送的運作難度、及服務過程的助力與阻力等，並藉由對這些實驗方案的比較、分析，建構出國情化的老人送養服務模式，以作爲未來規劃老人「送養服務」方案的參考架構。
送餐服務看似簡單，但運作之相關機制卻極富挑戰，從本次研究中發現，送養是極複雜的福利工程，在目前階段阻力多於助力，以最基礎的單一型生理需求滿足的模式爲主軸，雖亦有隱含關懷慰問加值送養模式，但卻仍以生理問題之解決爲焦點，而「健康終老」整合模型，則只是最終極的「理想」目標而已。因此福利社區化政策核心－社區照顧若要落實，政府對老人送養服務在此起步階段必須有完善、長期性的規劃、經費挹注與人力投資，才能讓民間團體信任政府福利政策的決心與用心，而持續積極參與。

”Communitarian” and ”aging in place” have become new tendency in welfare service. ”Healthy old life” is one of the most important indicators of quality of life. Based on a project of welfare communitarian, this study employed in-depth interview to explore the idea and implementation of meal delivery service, including service targets, fees and the problems they meet. In our analysis, the project, we try to construct a model of meal delivery service which is suitable for Taiwan's local elderly people.
Meal delivery service seems to be an easy task but it is actually full of challenge. Our research found that it is a complex welfare service. The providers meet more obstacles rather than assistance. Solving physical problem is the main focus in the project, which neglects other meaningful goals of the service. Since ”meal delivery service” is the key issue based on governmental need assessment, we should have long-term plan to implement it. As long as the NPOs trust the government's efforts on the service, they would participate in the provision of meal delivery service.
