國家型研發計畫評估：企業研發總部觀點

經濟部於2002年推動「鼓勵國內企業在台設立研發中心計畫」，期望該計畫鼓勵企業成立研發總部，讓台灣企業能從以往製造為主的競爭優勢轉往至高附加價值的研發能力上。然而計畫執行已多年，國內企業在台的研發中心實際運作情況是否已達當初預期計畫目標，還有待調查。本研究採用德爾菲法收集產官學研專家意見，針對計畫的適當性，效益與衝擊、與未來發展策略進行評估。研究結果顯示：(1)在目標適當性方面：專家對於「此計劃助於台灣成為國際研發基地有相當助益」與「2008年研發經費占GDP3%目標應上修至3.2%」方面持正面肯定看法；(2)在計畫額外性與衝擊性方面：專家認為「該計畫有助於企業多投入經費於前瞻研發」、「長期研究活動」和「經營策略與研發策略整合」等效益也表肯定；(3)計畫效能方面：專家認為「研發經費占GDP比重」與「研發中心家數目標達成度」均可達預期目標；(4)未來政策配套與策略發展方面：專家認為未來補助應區別長短期研究補助比例、同時擬定卓越研發中心獎以鼓勵國內企業加速研發中心升級。

Ministry of Economic Affairs, Taiwan initiated ”Encouraging domestic firms to establish corporate R&D centers Program” in 2002. The program expected that domestic firms can gradually shift from manufacturing-centric activities to high value-added, R&D-centric ones. Little research had been undertaken to evaluate the impacts of the program since it was implemented. Based on a Delphi exercise, the opinions of well-representative experts on program's appropriability, effectiveness and impacts, and development strategy were collected. The results revealed: (1) the missions and objectives were appropriate; (2) the program has intrigued domestic firms to conduct more pre-competitive R&D; (3) the program goals could be achieved and (4) providing higher matching funds to risky and disruptive R&D is strongly suggested. Finally, some policy implications are provided.
