台灣的半導體產業於全世界的舞台佔有絕對重要的地位,其中的積體電路設計(IC設計)產業近年來更蓬勃的發展,其產值僅次於美國為世界第二。而IC設計產業的特性是無自有工廠,所有有關產品的製造皆需透過代工廠的生產外包流程達成,是故除了產品本身的競爭力之外,承接生產製造IC的供應商的績效亦是影響IC設計公司的競爭力之一。本文的研究範圍係以台灣IC設計產業為對象,探討並建構適用於台灣IC設計產業的供應商績效評估的模式,進而提供IC設計公司不論其於初始對於供應商的選擇或量產之後的績效評比作業的依據。本文之研究架構首先針對供應商績效評估指標進行探討,藉由文獻蒐集並經由IC設計產業及全面品質管理兩個領域的專家篩選出相關的績效指標共計32項。其後以因素分析法將32項指標萃取為19項,並針對此19項指標與予適當的命名。並透過問卷調查的方式,針對已於台灣上市、櫃股票公開發行的IC設計公司進行調查。將其對於19項績效指標的資料進行統計分析,首先經由分析層級程序法可求得各項績效指標之權重,以灰關聯分析法,則可解決績效評比指標之間不同的度量單位與向度,進而提供一個有效的供應商績效評估模式。最後透過一實證研究的對象,以驗證本文所建構的模式的可用性,其結果顯示此模式是有效的且能夠提供一個公正、客觀及可操作的程序予IC設計業者進行供應商績效評估或選擇的作業依據。
Taiwan's semiconductor industry plays a significant role in the world, in which Integrated Circuit (IC) design industry in recent years launches a more vigorous development; its output value was only inferior to the U.S.A. for the world second. Actually IC design industry's characteristic has no innate factory, all related manufacturing must be achieved by outsourcing suppliers. Therefore, the performance of outsourcing suppliers also affects competitiveness of IC design companies. This paper intends to construct supplier performance evaluation model for IC design industry in Taiwan during new supplier selection in the beginning or mass production stage. The first step in this article is making research to the indictors of supplier performance. Totally 32 performance evaluation indictors are raised by a group which consists of the specialists from the domain of IC design industry and total quality management (TQM). After factor analysis (FA) method is applied, 19 indictors are extracted from these 32 indictors and then give the extracted indictors with suitable naming. The second step is to apply analytical hierarchy process (AHP) on sampling data comes from questionnaire investigation to IC design companies in Taiwan for identifying the related weight of each performance indictor. The third step is using gray theory to solve complex of indictor which have different measurement unit and expected dimension in this performance evaluation model. Finally an empirical study is presented to evidence the ability and effectiveness of the performance evaluation model this article proposed. Its result shows that this model is effective and can provide the procedure which are fair, objective and may operate to give IC design companies for carrying on the supplier appraisal or choice.
