文化創意產業園區營運模式與群聚策略之研究

A Study of the Management Models and Cluster Strategies: Creative Park's Cases

摘要


文化創意產業園區的設置被許多國家視為促進文化創意產業發展的重要策略,臺灣政府也期待能藉由文化創意產業園區的建構,帶動文創產業發展與地方經濟的活絡。本研究選擇三個不同類型的文化創意産業園區進行探悉,分別為華山1914文化創意産業園區、臺中文化創意產業園區、以及臺灣藝術大學文化創意產學園區等。藉由深度訪談、二手資料的文本彙整等方法,分別解析三個文創園區的「定位與現況」、「營運策略」、「創新氛圍」、「資源整合」、「品牌形塑」、「未來發展」等六面向,藉以比較其營運模式及群聚策略,以思考臺灣文化創意產業發展及文創園區經營現在與未來的可能性。研究結果發現:文創園區的營運模式及群聚策略大致可以本研究採用之六個面向來做解析,而本研究的樣本之間有著相同的特質,分別為清晰的營運定位、組織的操作連結、園區的創意氛圍、縝密的群聚策略等。

The establishment of the creative park has been regarded by many countries as an important strategy to promote the development of cultural creative industries. The study selected three different types of creative parks for analysis: the 1914 Huashan Creative Park, the Taichung Cultural and Creative Industries Park, and the Cultural Creative Industry Cooperation Park of National Taiwan University of Arts, respectively. Through the methods such as in-depth interviews and secondary data, the study attempts to elucidate the six facets of the three creative parks: "positioning and status quo," "management strategy," "innovative atmosphere," "resource integration," "brand building," and "future development." These six facets addressed were made to compare the management models and cluster strategies in order to think about the development of Taiwan's cultural creative industries as well as the present and future potentialities of the management of these creative parks. The results indicate that the management models and cluster strategies among the creative parks can be analyzed by the six facets of the research mentioned above. Moreover, the similarities among the three parks are the clear management positioning, organizing operative linkage, the creative atmosphere of the parks, detailed cluster strategies, and so forth.
