文化創意產業園區營運績效評估指標之研究

摘要


文化創意產業園區(以下簡稱文創園區)有活化文化資產、閒置空間再利用與產業創新的特性,並具有創造經濟成長與增加就業機會的潛力,當今世界多國積極發展以文化為本的創意經濟,並以其為發展基地。文創園區提供了藝術創作、展演、創意行銷之實踐及帶動周邊的群聚效益,成為有效推動文化創意產業的場域。在文創園區的推動過程中,文化、藝術與商業皆為不可或缺的要素,經營的單位也在尋求獲利的同時,其營運績效評估指標即顯得重要。 本研究擬以國內外文創園區營運績效相關案例,透過相關文獻之深度探討及此領域之實務和學術行政界之專家進行修正式德懷術審查,建構適合於文創園區之營運績效評估指標,也試圖提出評估文創園區之績效的經營策略,幫助文創園區檢視內部經營現況,發展出具特色的文創園區成功經營模式,進而能奠定其營運績效評估之基礎,提供利於其永續經營之參考。 經過文獻分析與兩次專家問卷分析結果,歸納獲得「文創園區營運績效評估指標」,分為自我評量使用之指標,含「定位功能」、「目標達成」、「營運管理」、「空間設施」、「專業能力」及「服務滿意」共六構面、十八個指標中項、六十一個指標細項。 為更趨完備發展,文創園區應有建立一套有效的營運績效評估指標,進而檢視文創園區的體質,探討其成功的可行性,是為建構良好文創園區之新視野,亦是研究期望之貢獻所在。

Cultural and creative industry parks activate cultural assets, reuse idle space, increase industrial innovation, and have the potential to create economic growth and increase employment opportunities. Many countries in the world are actively developing culture-based creativity. And through these developments hope to improve their economy and use it as a developmental base. Cultural and creative industry parks provide the practice of artistic creation, performance, and creative marketing and promote the benefits of surrounding clusters, becoming a field for effectively promoting the cultural and creative industry of the region. In the process of promoting cultural and creative parks, culture, art and commerce are all indispensable elements. While operating units are seeking profit, their operational performance evaluation indicators become important. This study intends to use relevant cases of cultural and creative parks' operational performance at home and abroad and through the in-depth discussion of relevant literature, and the practice of this field and experts in academic and administrative circles to conduct a revised morality review to construct operational performance evaluation indicators suitable for cultural and creative parks. The study will also propose a business strategy for evaluating the performance of cultural and creative parks, helping cultural and creative parks to review the current status of their internal operations, and to develop a distinctive successful business model for cultural and creative parks, which can lay the foundation for its operational performance evaluation and provide sustainable operations. reference. After literature analysis and two expert questionnaire analysis results, the "Cultural and Creative Park Operation Performance Evaluation Indicators" were summarized and divided into qualitative indicators for self-evaluation, including "positioning function", "target achievement", "operation management", "Space Facilities","Professional Ability" and “Service Satisfaction” 6 major dimensions, 18 indicators, 61 indicator details, the cultural and creative park should establish a set of effective operational performance evaluation indicators, and then examine the physical fitness of the cultural and creative park, explore the feasibility of success, and build a new vision for a good cultural and creative park.
