台灣土壤科學研究之現況及發展

摘要

本文就台灣目前之土壤科學研究之機構、組織、研究類型、計劃及經費分配、學術機構人才培育及存在問題及可能解決之方法以及對兩岸學術合作之展望加以討論，並引用2004年台灣大學農化系、中興大學土壤環境系、台灣農業試驗所及八個區農業改良場接受農業委員會、國家科學委員會、民營企業及財團法人基金會之研究計劃及經費補助以及分配情形，予以分析和比較，並引申對學術研究之影響及未來發展之可能。數據指出近年來無論農委會或國科會已大幅增加對農試及推廣單位之補助，相對減少對大學之補助，總經費亦超過甚多，大學研究之優勢不復存在。但就興大土環系在興大農資學院十四系所中相比，仍屬佼佼，頗引人深思。對台灣現有土肥人才培育、出路等已出現不少問題，如何解決，極需各方努力。最後對海峽兩岸學術合作與人才交流，寄以希望，並應共同努力，始能有所進展。

This paper deals with research institutes, research categories, research fund allocation and distribution. The scientific personnel training and problems of soil science research at present time in Taiwan is also discussed. All figures collected and analyzed indicate that a strong tendency of more fund allocation toward research institutes and regional agricultural improvement stations than for two universities soil science related departments is existed. This tendency may strongly affect the research direction and personnel movement. The figures also show that the applied researches are widely introduced and encouraged than basic researches in soil science field by funding agencies.Graduates from universities including higher degree awardees may not easily find proper job according to their professional training. The difficulties of job finding are already affected not only research directions but also job market. It may affect the structure of university as well in Taiwan.The academic visit and seminar attendance in soil science field between two sides of Taiwan Strait have been promoted positively since 1990. Promotions of advanced academic cooperation and scientific personnel exchange from now on are expected. It is very possible to start the joint research with sharing research fund, facilities and professional experiences. However, it still needs to pay more efforts through high level of leading scientists and scholars both sides in the field of soil science in near future.
