The author has designed the volunteer ”exit mechanism” to promote volunteer effectiveness in accordance with our social cultures and service issues he has discovered during his years of participation in volunteer management. The issues include the misunderstanding of the role and mission of a ”volunteer” due to the lack of communication between the ”employing-volunteers organization” and volunteers, and the lack of system or personal factors of the volunteer supervisor resulting in not dealing with ”incompetent” behavior of a volunteer and allowing the ”incompetent volunteer” to continue to serve, resulting in poor service quality.
