On the basis of great numbers and important organizations of volunteer fire fighters in Taiwan, to bring their efficiency into full play and increase the entire masses’ benefit in society is an urgent issue right now. This research took volunteer firefighters in Taiwan as samples and using delaminated sampling survey to choose 2,053 samples as investigate targets. The research structure included three-step path relationship with participated motivations and organizational climate as incentive variables, organizational commitment as mediator variable and organizational effectiveness as result variables. This research gained the following results, (1) Participated motivation does not have significant effect on organizational effectiveness; (2) Participated motivation has positive effect on organizational commitment; (3) organizational climate has positive effect on organizational effectiveness. The research wishes to offer some evident information for related authorities consulting.
