新竹科學園區周邊工業區發展變遷之研究

摘要

本研究從區域產業之整體性規劃到工業區再發展的研究觀點，分析新竹科學園區對周邊工業區及社會環境所帶來的影響衝擊，因此本研究主要是探討新竹科學園區對週邊工業區造成的影響衝擊，並將一般工業區對其造成影響之項目進行研究，及構想以園區設置後的就業機會、產業產值、廠商規模、產業結構、空間環境等研究重點進行主要探討。除此之外，將以蒐集相關資料及現場實地調查的方式作初步釐清，找出產業變化的影響因子，並利用區位商數法及移轉比例法的方式，相對於全國及該區域來定位出工業區的各類產業。
在分析結果顯示園區內電子電力產業急速成長，傳統產業逐漸萎縮，造成土地、勞力及交通等負面影響，但亦帶來衛星產業設立及地方繁榮等誘因；再者，園區與周邊廠商交流仍不夠密切，因此針對各部門進而研擬出因應對策及產業發展構想，以對未來其他地區引進重大產業後，可以促進週遭工業區土地合理使用，且為傳統產業工業區尋求有效轉型。

This study adopts the viewpoint of industrial reformation to discuss the usage condition of the industrial districts in Hsinchu area, as well as to explore the effects of the establishment of Hsinchu Science-Based Industrial Park on the neighborhood industrial production space. This study also proposes planning strategies and development concepts, in order to introduce the new industries, and promote the effectiveness and enforce the usage of traditional production space.
