遊艇產業聚集之空間群聚與網絡的分析

摘要

全球化的流動性特性，壓縮了空間和時間，加速了生產要素、知識和資訊在國界之間流動，如何提昇高附加價值的經濟活動，已變成區域競爭之間的重要課題。根據本文使用地理資訊系統分析產業在空間分佈聚集，以及透過問卷調查高雄遊艇產業面對全球在地化的世界潮流裡，如何調整發展出自己經營模式，其一，走向企業垂直整合的方式，如嘉鴻遊艇集團發展子關聯公司，其二，離職員工、親友及上游五金零件轉投資遊艇製造，其三，政府協助結合遊艇五金零件策略聯盟，其四，以非正式的同業結盟，如遊艇產業公會理監事十三兄弟會以市場訊息、問題溝通互動、技術交流等不定期的會議，面對瞬息萬變的全球市場。
本文認為過去政府並未注意到遊艇產業在國內的發展情形，因此其公共設施的投資也大多集中在石化、鋼鐵幾項重大工業上。所以，本文認為為健全高雄地區遊艇產業在全球在地化的發展，有必要協助遊艇產業以「附加價值」取代價格，因此仍有賴公共部門協助提供遊艇產業朝巨型化、客製化升級所需之公共設施與技術人力，建立設計及研發基地，突破以製造為主的產業，避免產業聚落內彼此的競爭與內耗。

Mobile characteristic of globalization has compressed space and time and accelerated the factor of production, knowledge and information. Thus, how to promote the value-added economic activity has already turned into an important subject between the regional competition. According to GIS and the survey by this paper, the yacht industry in Kaohsiung has developed four models in the trend of globalisation. First of all, move towards the vertically combination of enterprises; secondly, leave-employees, relatives and friends and the upper reaches invest in the manufacturing yacht; thirdly, the government helps to combine yacht's relevant parts into strategic alliance; fourthly, forming an alliance with the unofficial competitors. For example, the yacht industry's society always has the meeting to communicate with market information, technological exchange, etc.
In the past, the government neglected to enhance the development of yacht industry, but focused on some industries such as steel or petrochemical industries. Therefore, there is the need for the government to help the yacht industry to promote its value-added service. The government also has to enhance and upgrade the necessary communal facilities and technological manpower for the development of yacht industry. Then it will avoid too rigour competition in the yacht industrial cluster. Accordingly, that will help the yacht industry to face the challenges from all over the world and to enhance Taiwan’s economic development in the age of globalisation.
