教科書不僅是中小學階段學生最主要的學習資源,也是教師教學活動的主要依據。長期統編制的教科書政策,不僅窄化教師在教學歷程中的專業成長空間,更限制教學活動的生動性和多樣化,由於社會政經變動的影響,教育改革朝向自由化、民主化、多元化發展,中小學教科書開放民間編輯、政府審定已成必然的趨勢。本文嘗試建立教科書審定制度運作歷程之模式,並對教科書編輯、審查、以及編審間互動之相關問題予以檢討分析,最後提出改進的建議。
Textbooks are not only primary learning resources for the primary and secondary school stages, but also the main tools of teaching activities for teachers. The policy of long existed government agency textbooks, not only narrows the improvement of specialty for teachers in their teaching experiences, but also limits the vividness and variety of the teaching activities. Owing to the influence of the changing political and economic conditions, education reform should go forward to more free, various, and democratic development. Therefore, it is the invertible tendency to open the market for the publishers to publish textbooks and the government agency to implement the textbook examination. This paper attempts to construct a model of operation of textbook examination system and, in the meantime, to provide evaluation and improvement of the interaction between the compilation and examination of textbooks.
