台灣新移民子女教育課題與方向一多元文化教育概念之重建

Prospects of Education for Taiwan New Immigrant Children-The Reconstruction of Multicultural Education

摘要


早期的台灣是以移民所組成的社會。從明、清到戰後的五O 年代,人口不斷地從外移入台灣。近年來,隨著婚姻移民來台的人數逐漸累增,快速組成台灣人口結構中不可小覷的一部份,甚至繼「原住民」「本省籍」、「客家人」、「外省族群」之後,儼然成為台灣的第五大族群。事實上,移民,不論是自然形成的現象, 還是政策的有意規劃,均是世界普遍存在的人口遷移樣態。然而,對移入國而言,移民的出現也可能改變其經濟、社會、文化與政治現況,帶來資源的重分配、文化的衝突、價值的分歧,甚至是政治權力的轉移,不但對本土居民帶來衝擊,也會衍生出新的社會課題。因而,教育上如何因應並適切規劃移民及其子女的教育政策,便成為教育研究的重要議題之一。本文旨在探討台灣新移民子女教育的課題與未來發展方向。全文共分四部分,首先說明台灣新移民社會的形成;其次,剖析新移民子女教育的問題;之後,檢視移民教育的相關學理論述,最後,提出改進台灣新移民子女教育的具體措施。

Taiwan is a society of immigrants, made up of different ethnic groups mostly moving in since Ming and Qing Dynasties. Over the last tow decades, Taiwan has newly experienced a surge of immigration due to the marriage. The large number of marriage immigrants, mainly came from Mainland China and Southeast Asia, almost become the fifth major ethnicity of Taiwan. However, as everyone knows, immigration is a world-wide phenomenon and it could have some negative and positive impacts on a society. How to deal with the education of immigrants and their children is, without doubt, a tough but important question. This paper is aimed to discuss the issues and the measures of education for the new immigrant children in Taiwan and organized into the following main parts: Part one provides the information about the proportion of new immigrants and theirs children in Taiwan; Part two discusses the educational situation of the new immigrant children in Taiwan; Part Three analyzes the perspectives on the immigration education; and Part four, based on the above analysis and findings, proposes some suggestions on the improvement in education for the new immigrant children.
