隨著知識經濟時代的到來以及國際競爭的日益加劇,知識發展已然成為社會進步與人力發展的重要資源。大學因肩負著知識發展以及人才培育的使命,為提升國際競爭力與人力素質的關鍵。我國的大學教育因社會價值觀的「文憑主義」作祟,其受重視程度更有過之而無不及。由於大眾關注的是大學的制度與硬體面的更新,期望的是大學入學機會的提升,反而日漸遺忘大學之所以吸引學生就讀,原應的令其可提供的卓越教育。本文即從追求卓越的觀點,在分析我國大學當前面對的情勢與挑戰,分別就課程自主權、總體課程設計、課程架構訂定、通識課程、系所專業課程、課程內涵等六大層面提出改革方向,同時也從開課方式、選課與學習輔導、數位化學習檔案、提升教師教學能力、瞭解上游學校教育概況,以及永續經營等角度指出應有的配套措施。
Knowledge growth is the key resource of social progress and manpower development in the era of knowledge-based economics and intense competition among nations. Higher education, which aims to advance knowledge and labor power, has been given the most importance place within the educational system, especially in Taiwan due to the social myth-diplomacism. However, facing the challenges relating to pressure of reform, the policies of higher education in Taiwan focus too much on the expansion of quantity, restructuring of universities, and renewal of facilities and equipment, and, by contrast, make less effort to improve the curriculum and instruction, the fundamental core of education The purpose of this paper is to outline the direction that reform of the curriculum and instruction should take, which could be a more effective response to the current challenges confronting the institutes of higher education in Taiwan.
