摘要

本文從總統權力大小、國會政黨體系及府會關系等三個「半總統制」的主要運作變項，觀察當前中華民國的政治穩定狀況。在「總統一議會制」的制度設計下，一個賦予總統大權的憲政的設計如不能搭配有效而穩定的國會政黨體系，當遇到府會不一致的分裂政府時，其政治發展將傾向不樂觀，甚至導致民主崩潰。因此，從制度面修正，適度地強化中華民國行政院院長的權力，以及改革選舉制度，有利國會穩定多數黨的形成，將是未來我國政治發展的可行之路。

In this essay I would like to discuss the political stability manifested under the semi-presidential system in the ROC through examining the three variants as framework for analysis, namely the relationship between president and parliament, the power of the president, and the system of the political parties in the parliament. In the president-parliamentary system, which is confronted with a strong power of president, an ineffective and unstable political parties system, and a president-parliament discrepancy, the political development will not be optimistic. Therefore, the ROC should strengthen the power of the premier of the Executive Yuan, and modify the electoral system in order to create a stable majority in the parliament; then the future of the ROC will have a bright way to go.
