In this essay I would like to discuss the political stability manifested under the semi-presidential system in the ROC through examining the three variants as framework for analysis, namely the relationship between president and parliament, the power of the president, and the system of the political parties in the parliament. In the president-parliamentary system, which is confronted with a strong power of president, an ineffective and unstable political parties system, and a president-parliament discrepancy, the political development will not be optimistic. Therefore, the ROC should strengthen the power of the premier of the Executive Yuan, and modify the electoral system in order to create a stable majority in the parliament; then the future of the ROC will have a bright way to go.
