中國大陸內部安全與穩定：全球化的衝擊與因應

本文屬於宏觀面與觀念的論述，除前言與結論外共分為四個部分。第一部分是討論全球化對國家內部安全與穩定的衝擊，包括對國家權威的衝擊以及對社會連帶的撕裂。第二部分是分析全球化對中國大陸內部安全與穩定的衝擊。在對國家權威的衝擊方面，是以地方主義與分离主義為探討主題；在對社會連帶的衝擊方面，則以貧富差距與社會割裂為討論範圍。第三部分論述中國大陸應如何重建內部安全與穩定的整合力量。在強化國家權威方面，可以加強政治參與來鞏固政權的正當性；採行分權精神以強化國家的整體力。在整合社會分歧方面，可以修補與鞏固社會安全網的方式來補強有形的社會連帶；以強化儒家思想教育與開放宗教來建立無形的社會連帶。另全球化亦有助於公民社會與道德的建立。第四部分提出全球化與兩岸統合可以作為中國大陸內部安全與穩定整合力量重建助力的論述。

This article is made up of four parts, besides preface and conclusion. The first part focuses on theoretical analysis of the impact globalization brings on domestic security and stability, associations. The second part analyzes the impact globalization has brought to China's domestic security and stability. The discussion about the impact on state authority focuses on localism and separatism. The impact on social associations is mainly explored from the issues of social wealth gap and social divisions. The third part explores how to reconstruct Mainland China's domestic security and restore stability. In the aspect of strengthening state legitimacy, the author suggests encouraging political participation and diffusion of power to upgrade the whole national strength. As for integrating social dissentions, the author proposes to strengthen tangible social associations by mending social security network, and build up intangible social associations by strengthening education based on Confusionist thoughts and opening up religious practices. The final part maintains that globalization is helpful in the establishment of civil society and social ethics and cross-strait integration is helpful in upgrading China's stability and development. The author hence concludes that globalization and cross-strait integration would be two main pillars in China's effort to reconstruct its domestic security and stability.
