911 事件發生後,美國為因應反恐戰爭的需求,快速的建立一個危機戰略架構。本文研究重點即在探討美國如何建立反恐戰爭的危機架構,以因應層出不窮的恐怖危機。相對的,臺灣在「反恐時代」的國際變局之下,將如何建構自己的安全戰略,以及它跟美國的戰略架構有何關連? 作者在文中提出一個「想像的危機」概念,作為分析的前提。任何戰略家要建立戰略架構時,必然都會去假想一種危機的狀態,再配合地緣戰略的思考,進而從真實與想像之間推論出處理危機的行為。因此,危機不僅是一種情境、一種想像,也是戰略建構的基礎。作者藉由這個分析架構,應用來解釋美國在「反恐時代」所建立的危機戰略,以及分析臺灣應做的戰略選擇,期能賦予傳統的危機理論一個新的生命。
After September 11th events, U.S constructed a framework for crisis management rapidly respond to the anti-terrorism warfare. They maintain the original international systems not be disintegrated due to the terrorism events, through redefining the enemy, reconstructing the international system, and changing the past framework of geo-strategic. The main purpose of this article is to evaluate that how U. S. construct a framework for anti-terrorism warfare and how to fight terrorism crisis. In contracts, when Taiwan faces“the age of anti-terrorism”, she should construct her own security strategy. And to deal with the relationship between the security strategy of Taiwan and the framework of U.S is another topic of this article. In this article, the author adduces the concept of“imagined crisis”as the analytic foundation. The term of“imagined crisis” is the premise of strategic theory-construction.Any strategists, when they construct strategic framework, would synthetic crisis atmosphere with geo-strategic thinking and infer all the actions of crisis from reality and imagined.Therefore, the crisis is not only a situation but also an imagination and this is the base to construct strategy. Based on this analysis framework, the author explores the U.S. how to construct crisis strategy during the age of anti-terrorism, and to analogy the framework to Taiwan to construct his own crisis strategy. I hope to endue traditional crisis theory a new life.
