The submission of the PRC’s Strategy of Western Development is not only to obey Deng’s “Two Major Configurations”(兩個大 局) but also to cope with domestic and overseas environmental changes. The main considerations include politics, economy and military. If the Strategy once succeeded, all the internal problems resulted from economic reform will be resolved. In addition, the PRC will further promote its comprehensive national power and international competition as well. However, the PRC’s Strategy of Western Development will inevitably face some structural restrictions, such as geographic conditions, human resources and the differences of racial culture. Whether succeed or not, owing to the PRC’s natural condition, the Strategy of Western Development will have a significant influence on the whole world undoubtedly.
