從區域資源整合概念談推動校園水域運動計畫

Discussion on Aquatic Sports Promotion on Campus Based on the Concept of Regional Resources Integration

摘要


教育部為配合國家政策,落實臺灣為「海洋國家」,於2002年起執行一連串關於學生游泳、水域運動之計畫與方案,開啟校園水域運動之多元化發展。本文透過教育部推動水域運動的相關政策、計畫、歷年執行狀況及作者參與實務推動之經驗等途徑進行分析,歸納結論發現,教育部在推動校園水域運動的政策上,已明確闡述資源整合之理念,未來在實務運作上應更確實規劃「資源整合」之相關作法。因此,本文提出建構推動學校水域運動「區域資源整合」之模式架構,並提出執行策略如下:(一)成立區域發展及資源整合中心;(二)整合有限經費來源、均衡區域發展;(三)建立區域水域運動相關推展單位伙伴關係;(四)配合年度計畫規劃人力運用執行活動辦理;(五)落實檢討機制分析推展效益等策略。本文亦提出個案,介紹金門地區近年推展策略、組織運作及實施內容等,以期對未來校園水域運動之推展能有所助益。

In accordance with one of National policies to fulfill the goal of being an ”Ocean Country,” starting from year of 2002, the Ministry of Education (MOE) has carried out a serial of projects related to swimming and other aquatic sports for students. This policy has brought a diversity of development of aquatic sports on campus. This study contained comprehensive analyses of aquatic sports related policies and plans led by MOE, the practice results during the past years and the author's own experiences participating in the promotion activities of aquatic sports. It was summarized that the concept of ”resources integration” has been extremely elaborated in the policies of aquatic sports promotion advocated by MOE. Going onwards, the practices shall be more accurately in compliance with the concept of resources integration when making plans. In view of this study, it constructed a framework of ”regional resources integration” for promoting aquatic sports on campus. Firstly, a ”region development and resources integration center” shall be established for implementation. Following is that the funding sources are limited, and all funds shall be centralized managed in order to have the balanced development. Thirdly, it is beneficial to maintain partnership with other organizations or units who work for the same objective. Moreover, the adequate manpower shall be well distributed in accordance with the annual plans and events. Finally, the review and evaluation system shall be put into effect so that the promotion outcome can be easily distinguished and analyzed. This research presented some cases connecting to aquatic sports promotion performed in Kinmen introducing their strategies, organization operations and project details. It was expected to have some benefits on promotion of aquatic sports on campus in the near future.
