摘要

本研究以權力與政治觀點來探討公營事業機構e化的過程，權力與政治的存在是系統成敗很重要的關鍵因素。本研究從多重面向的權力理論觀點，以質性研究方法，來詮釋分析這些ｅ化過程中的政治行爲，並選擇一個在其e化過程中有著很多政治行為的個案－Delta事業機構－進行三年之久的研究。並以五種不同層次與權力相關的理論觀點：零和權力、程序權力、組織權力、結構限制權力，以及塑造社會權力觀點，分析並詮釋個案在e化過程中的權力的運作。本研究在實務上可藉由個案的實例給予政府相關機關在持續推動e政府的過程當中，瞭解權力的操弄過程。故可藉此研究的發現可降低或避免未來在e化時因為權力的操作與政治行為對政府e化過程中所衍生的負面影響。

This paper explores the political behavior process of government enterprise in information system development (ISD) in order to this issue is the critical success/failure factor in the ISD. This paper explains employees of public enterprise how to wield power in ISD from multiple dimensions interpretation and perspective and relies on qualitative data collected from case-Delta-over three years. The data are interpreted through five internally coherent theoretical perspectives: zero sum power, processual power, organizational power, structurally constrained power, and socially shaped power. In practice, the detailed descriptions we use to describe the power and political behavior in e-government processes can help in similar cases to show how to reduce or prevent any negative consequences.
