In recent years, all the administrative reforms pushed in China by Chinese Communist Party (CCP), ”Super-Ministry System” is the typical one. In this process of reform, the advanced program was performed in Shunde where is our object to analyze. We focus on two interesting phenomenons in this division. Firstly, Shunde integrated the party and governmental bureaus and led it to a consequence-“new centralism”. Secondly, due to the diverse progress between local and provincial levels, it forced the reformer to create the new mechanism of the ”intergovernmental management” to solve the dilemma. Finally, focus on the ”Super-Ministry System” implemented in Shunde, we will discuss the implications and limitations.
