因應高雄港洲際貨櫃中心營運之聯外陸運交通檢討與改善

Review and Improvement of Road Traffic after Kaohsiung Intercontinental Container Center Operations

摘要

因應高雄港洲際貨櫃中心第二期計畫新建之「第七貨櫃中心」即將於111年啟用營運，本研究針對其所衍生之交通需求進行推估，並就高雄港洲際貨櫃中心聯外交通，提出交通管理及小規模工程改善，以及透過調整車道配置設置貨櫃車專用道等交通改善措施，降低第七貨櫃中心啟用對地方交通之衝擊。針對高雄港洲際貨櫃中心之聯外運輸需求，於國道7號完工通車前，以分流動線引導貨櫃車避開台17線中山四路瓶頸路段，另於分流動線之部分路段，建議調整車道配置並設置貨櫃車專用道或優先道，使貨櫃車與一般車輛行駛車道有所區隔，降低行車風險；長期則建議持續推動國道7號計畫，提供洲際貨櫃中心就近與高快速公路系統連結。

Since the 7th Container Center (the second phase of the Kaohsiung Intercontinental Container Terminal Project) of Port of Kaohsiung will start its operation in 2022, this study evaluates the traffic demand derived by the 7th Container Center and provides traffic improvement measures. The improvement measures include traffic management plans and engineering approaches, as well as container truck exclusive lane. Before the construction of National Freeway no. 7 finishes, this study suggests using alternative route to guide trucks relating to the Intercontinental Container Terminal avoiding the traffic bottleneck. In order to increase road safety by separating container trucks from other cars, this study also suggests setting up truck-exclusive lane on some parts of the alternative route. The long-term strategy is to promote the National Freeway no. 7 construction plan, which provides a direct route to the container terminal.
