When developing metropolitan area Mass Rapid Transit (MRT) networks, prior to proceeding with feasibility studies on individual routes, the local governments are required to submit an MRT System Overall Road Network Evaluation Plan Report for a review by the Ministry of Transportation and Communications (MOTC). To assist with the proper completion of this report and to provide the necessary reference material, the Institute of Transportation under MOTC has developed the MRT Network Planning Reference Manual, which details various aspects of the overall network evaluation operational planning, evaluation methodology, staged development methods, and network integration planning. This study analyzes the MRT System Overall Road Network Evaluation Plan Report review requirements, and based on the items formulated in the MRT Network Planning Reference Manual, proposes the methods and standards for each of the review items. It is hoped that the results of this study can provide an objective basis for the review of the Report, as well as a reference framework for the local governments to use in its preparation.
