The mediation system in Hong Kong is becoming more and more complete, with the promulgation of the Rules of the High Court and Mediation Ordinance and the issue of the Mediation Practice Directions. With the aid of punitive litigation costs system, there seems to be some flexible- mandatory features in the mediation system of Hong Kong. However, it does not deprive parties the liberty in mediation. Even The non-institutionalization and non-professionalism of the mediation are not over-emphasized in Hong Kong, but the professional and occupational institutions have been fully employed. This can not only fully ensure the confidentiality and neutrality of mediation, but also strictly protect the quality of mediation services. Despite the devolvement of institutionalization and professionalism of mediation in Hong Kong is still in its infancy, its direction is worth learning for Mainland and Taiwan.
