論香港性別平等教育的困境與改進之可能性

The Plight of Hong Kong Gender Equality Education and Its Possibility of Improvement

摘要


香港平等機會委員會於2014年5月宣布就「性傾向歧視條例」之立法進行研究,引起社會各界的熱烈討論。雖然香港主流社會沒有公開壓迫同志群體,可是代表着香港傳統社會力量的界別及團體(例如:宗教界、親政府政黨等)則對立法工作的展開大表反對,並試圖透過他們所擁有的權威、力量、以及厚實的社會資本,在香港實施身體政治,即以污名化的手段,去激起社會的恐同情緒,繼而引起一般市民對同志平權的反對,進以達至打擊同志團體平權運動的目標,最終使到性別平等教育不能夠在學校中落實。本文將從身體政治的理論出發,分析香港主流社會對同志族群污名化之身體政治意義,以及主流社會建構的身體政治如何對性別平等教育構成障礙。

Hong Kong Equal Opportunities Commission starts to study the legislation of "Sexual Orientation Discrimination Ordinance". A heated discussion has been aroused in the society. Although Hong Kong mainstream society does not openly oppress the gay community, the traditional forces of society (for example: religious, pro-government political parties, etc.) have launched a large force to object the legislative work. They also tried to implement the body politics in Hong Kong through their own authority, power, and solid social capital. This aims to arouse the homophobic sentiment of society, thereby giving rise to the general public's opposition to gay rights and last the gender equality education could not be implemented in the schools. This article will use the theory of body politics to analyze how does the gay community be oppressed by the mainstream society, and how does the mainstream society construct a barrier to the implementation of the gender equality education.
