公共設施之服務/影響距離的決定,受其設施本身的、空間的、自然環境的及社會政治經濟條件的影響,隱含相當的不確定特性,較難客觀的定出以供鄰近土地規劃及環境評估之用。本文乃具體提出一種客觀決定公共設施之服務/影響距離的程式,其主要想法為廣泛蒐集專家意見以獲得綜合意見,主要方法為透過模糊德爾菲模式之專家問卷調查,並採用最大最小值與模糊積分方法來進行專家不同意見之整合。本文以23種公共設施為例,進行此一程式之說明,其結果除可獲得23種公共設施之最適服務/影響距離外,亦可得知受訪者意見分歧度與一致性資訊,可供現階段國內土地利用及環境評估各種公共設施服務/影響距離的參考。
The service/influence distance of a public facility is vaguely determined by a variety of variables, such as the facility, natural, and socio-economic conditions. This paper develops an objective assessment process in determining the optimal service/influence distance of public facilities, This study uses a fuzzy Delphi questionnaire to collect experts' opinions and employs the max-mm method and the fuzzy integration to 23 public facilities. Our results show optimal service/influence distances for 23 public facilities, and also indicate the variance of interviewers' opinions. The results, o a certain extent, can be used in assessing various facilities in land use and environment context.
