屏東工業區再發展策略之研究

摘要

由於經濟全球化與產業結構的轉型，台灣許多產業因經營策略考量而遷廠外移或歇業，在廠商進駐減少與外移的情況下，導致國內工業用地出現供需失衡之情形，工業區內閒置或低度利用土地日增。如何促進這些閒置或老舊工業區的再發展，以增進土地及廠房之利用效率與提升生產環境品質，進而帶動地區產業發展，乃至於達到永續發展的理想目標，可說是現今工業區主管機關所需正視的問題之一。
本研究以屏東工業區爲研究對象，藉由工業區再發展之相關文獻與策略之研究，檢視屏東工業區現行發展概況與問題，並以問卷調查方式，了解屏東工業區內廠商對工業區再發展的觀點，以作爲研擬屏東工業區再發展策略之參考基礎。再綜合國內外工業區發展策略與廠商問卷的統計分析內容，作爲屏東工業區再發展策略的研擬基礎，進而就產業面向、環境規劃面向及組織面向等三個面向研提屏東工業區之再發展策略，期能透過以上再發展策略，達到改善工業區的實質環境，恢復經濟活力，期以作爲政府部門未來擬定相關政策之參考。

Due to the economic globalization and the change of the industrial structure, a lot of manufacturers in Taiwan consider the management strategy to go out of business or move factories abroad. Under the decreasing of manufacturers and the condition of moving abroad, we find the industrial park of idle space or low degree use and cause the unbalance of supply and demand of industrial land. How to promote the industrial park redevelopment or old industrial district redevelopment in order to increase land and use efficiency, exalt environmental quality, and then drive to the ideal goal of the industrial park sustainable development. That will be one of the problem that industrial parks administration must face nowadays.
This research focuses Pingtung industrial park. With the literature of industrial park redevelopment and the research of strategy, we examine the immediate situation and problem of Pingtung industrial park by questionnaires. We try to realize the viewpoint of manufacturers in Pingtung industrial park, in order to make the strategy of Pingtung industrial park redevelopment as the reference foundation. Besides, we keep combining the development strategy of domestic and international industrial parks and the statistic analysis contents of Manufacturers' questionnaires as the strategy reference of Pingtung industrial park. From the aspects of industry, environment program and organization, we make the redevelopment strategy of Pingtung industrial park. And we are looking forward to promoting the actual environment of industrial parks through the redevelopment strategy we have mentioned. We try to make the economic recovery and make some suggestion as the reference of government policy in the future.
