自八○年代以來,國內教育評鑑之風盛行,近年來為符膺社會對高職教育的要求,並講求績效責任,高職學校已有許多評鑑實務的推動與實施,然目前高職學校所述之評鑑,仍以外部評鑑為主。 然而,外部評鑑人員所應具備的能力是十分多元與廣泛,因此本研究之目的,即分析高職學校外部評鑑人員的評鑑能力項目,並探究高職學校外部評鑑人員能力建立的機制與策略,藉由深度訪談的方式,訪問教育行政主管機關、學者代表及在第一線服務的職校校務行政主管共十八位,獲致之結論包括:(1)高職學校外部評鑑人員之評鑑能力項目主要可分為「系統化的探究」、「評鑑技巧」及「評鑑專業」等三主要構面;(2)本研究各歸納出高職學校外部評鑑人員能力建立之機制與策略各五項。
The educational evaluation has become much popular from 1980's, and to have responded to the social expectation and accountability of senior vocational education during these years. The evaluation of the senior vocational school has been brought into practice, and the type of evaluation which has been implemented is the external evaluation. The competences of the evaluator in external evaluation are much diversified and comprehensive, that the aims of this research were to analysis the evaluation competences for external evaluator and to discuss the formulations and strategies for these competences by interviewing with 18 experts. The conclusion obtained of research includes: (1) the competences of the evaluator in external evaluation could be divided into 3 category: systematic inquiry, evaluation skills, and evaluation profession; (2) to summarize the 5 formulations and 5 strategies for building all these competences of external evaluator.
