The purpose of this study is to investigate the opinions about the overemployed teachers from the elementary and junior high school principles, administrative managers, teachers, and parents in Yi-lan county. Also, this study provides suggestions to the government of Yi-lan county in dealing with the issue of over-employed teachers in elementary and junior high schools based on the result of the investigation. The study finds that the government should constitute policies in dealing with this issue: the means of determining over-employed teachers include negotiation, credit, seniority, and performance. Sending over-employed teachers to schools with openings receives the most support, while sending the teachers back to the schools they originally served in receives 83.8% support from the interviewees. The reduced number of classes in school will cause the negative impact of ”teacher's panic”.
