我國中小學教師證照制度與問題評析

An Analysis of Teacher Certification System of Elementary and Junior High Schools in Taiwan

摘要


提升教師素質向來為世界先進國家所關注,為提升教師專業素質,世界各國莫不藉「教師專業證照制度」以達其效。教師證照制度係指透過檢定的過程與程序,以確認教師專業資格與能力的一種行政措施,目的在確保教師能具備並維持應有的專業素質。我國於2002年修正《師資培育法》後,中小學教師證照的取得方式已由傳統的審定制改變為檢定制,然而如此變革卻仍不具「專業證照制度」之精神與實質意義,實無法達成提升教師專業素養及整體教育成效之目標。為瞭解我國中小學教師證照制度之內涵與問題,本文茲以專業證照制度之內涵為基礎,並分析我國教師證照制度之現況,以探究我國中小學教師證照制度之問題,並提出相關建議與討論,以供相關人員參考。

Improving teacher quality is always paid close attention to by advanced country of the world. In order to improve teacher professional quality, many countries make use of ”teacher professional certification” to reach their goals. Teacher certification is a kind of administrative measure of teachers' professional ability by passing the course and procedure assayed. The purpose of teacher certification is to guarantee a teacher can possess and keep essential ability. After revising ”Teacher education law” on 2002, the way to get middle and primary school teacher certification has changed from traditional authorization into certification already. However, lacking the true spirit of professional certification, it is unable to reach and improve teacher's professional accomplishment and goal of the whole education. This text is based on the meaning of professional certification system to analysis the current situation and problems of teacher certificates system of the middle and primary schools in our country. In the end, we propose relevant suggestions and discuss for the present situation and problems.
