中小學校長辦學績效評鑑初探

本論文屬《校長辦學績效評鑑之研究》的第一部分故名「初探」。採質化研究方法的紮根理論模式，進行校長辦學績效評鑑的初步探究，選取不同縣市35位學校教育相關人員，包括10位校長、7位家長、18位教師，透過深度訪談蒐集其觀點，經譯碼、分析與歸納做成結論。初步研究發現：「校長」自己並不會抗拒被評鑑；「市校長協會」擔任評鑑人員容易被質疑；「校長」、「家長」和「教師」的觀點有差異；對「校長」角色職責目前仍無明確共識。研究結論包括：相關人員對校長辦學績效評鑑已有高度贊同、「學者專家」最適合擔任評鑑人員、「市校長協會」較不適合擔任評鑑人員、辦理評鑑必須採用多元方法、辦理評鑑可能會產生些問題或困擾但是也可獲致頗多效益、辦理評鑑時必須涉及多元層面；校長、家長和教師對於辦理校長辦學績效評鑑的觀點有頗多差異。

The study conclusion: a) The majority person agree to evaluate principal's performance. b) About evaluative personnel, Scholar or expert is most suitable, City principal association has some disputes, Student does not suit. c) To define evaluative the quantity area and the content. d) To use multiple evaluative way simultaneously. e) To evaluate principal's performance has some question and the puzzle, but has some benefits and the merit too. f) The personnel's opinion have some diversity.
