從第三隻眼看「學校行政的未來領導與決策」-以國民教育為例

The Future Leadership and Strategy for School Administration from the Third-Eye Prospective, Taking National Education as Example

摘要


民粹為眾所抱怨,加上媒體的推波助瀾,形成「負向輿論」,對學校教育的干擾與誤導尤甚,卻似乎為全社會所默認。本文以「第三隻眼」角度,另類的觀察近一年來的教育新聞總匯,歸類16項重大議題。包括:荒廢的行政人員、少子化的危機、兼任教師的混亂、急促的實驗教育、恐慌的偏鄉教育、盲忙的學校特色、校長身分的法制化……等,針對各議題提出「治標與治本」的建議,提醒在職校長們「經營的策略與領導的重心」。本文也主張「趨勢領導」的內容,在「專業組織力量的增強與領導者勇於帶頭倡導」二項,是校長不可疏忽的重點,有必要增列並積極推廣。更建議校長同儕,未來應做好媒體公關,也要「廣泛涉獵新興領域、積極參與各種組織、勇於倡導正向教育理念」。

Populist, due to commonly complained by the majority when especially fueled by the media, turns to be a negative public opinion therefore interferes or even misleads the school education to a certain extent and yet seems to be tacitly acknowledged by the whole society. This article aims at a third-eye observation toward the education news in the recent year by categorizing 16 major issues, including the neglected administration staff, the crisis of low fertility, the chaos of part-time teachers, the rapid developed experimental education, the panic education of remote rural schools, the blindness of school features, and the legalization of principal's roles, etc. to come up with recommendations of both temporary solution and permanent cure by suggesting the in-service principals to focus on the strategy of school management and leadership. The article also advocates the importance of trend leadership in which the reinforcement of profession organizational power through the strong promotion of the leader becomes increasingly inevitable. It is further proposed to all peer principals to get prepared for media PR, to skim the new field, and positively attend every possible organization and be brave enough to promote the education concept to forward direction.
