臺南市國民中學超額教師介聘制度之研究

A Study on Transferring System for Surplus Teachers of Junior High School in Tainan City

摘要


本研究旨在瞭解臺南市國民中學超額教師介聘制度,透過文件分析瞭解臺南市國民中學處理超額教師介聘制度現況,再利用半結構式訪談法,訪談臺南市13位不同身分別國民中學教育人員,瞭解其對臺南市政府教育局所訂超額教師介聘制度及學校所訂超額處理原則的看法。研究發現:1.臺南市國民中學處理超額教師介聘現況中,主管教育機關掌握超額情形,尚有缺額供超額介聘,行政超額豁免權擴及組長,各校自行訂定超額教師處理原則,以年資為主,以抽籤為輔;2.臺南市國民中學教育人員認同目前台南市教育局所訂定超額教師介聘積分制度,但對於行政身分保障及介聘地區劃分的認同度不一;3.臺南市國民中學教育人員部份認為學校所訂定超額處理原則隱藏著不公平,超額科目計算亦是紛爭來源。

The purpose of this study is to understand the transferring system for surplus teachers of junior high school in Tainan City. With documentary analysis, this study analyzes the existing ways of handling the surplus teachers in Taiwan. There are 13 teachers from different junior high schools in Tainan City selected to conduct semi-structured interviews and then find out their views about the transferring system for surplus teachers formulated by Bureau of Education in Tainan City Government and school's principles for surplus teachers. The findings were drawn as follows: (1) Transferring system for surplus teachers of junior high school in Tainan City is properly controlled, and there are still shortfalls for surplus teachers; the exemption is extended to school administrators; Each school can set its own transferring system principles for surplus teachers; transferring system for surplus teachers is based on seniority, supplemented by lottery. (2) Most educators agree with the transferring system for surplus teachers; the exemption of the school administrators is easy to cause disputes; the views of district partition about transferring system for surplus teachers are different. (3) The transferring system principles for surplus teachers at school are hidden unfair; excessive subject calculation is also a source of dispute.
