This study tried to use "Documentary Research" and discuss the appointment situation of teachers who concurrently serve as administrative section chiefs at junior high schools and elementary schools in Taipei City, New Taipei City and Yilan County, focused on the news report incident that "Section Chiefs are Hot Potato, no one wants to be, and substitute teachers were forced into the fire pit", from the viewpoint of teacher establishment, detailed charts of hierarchical responsibilities, teaching hours, qualification requirements and concurrent serving restrictions. Office affair directors and section chiefs are both administrative part-time jobs, why is there such a big gap between their business volume and the number of teaching hours? Why is there a difference between "part-time" and "substitute" office directors in junior high and elementary schools? These inferences are probably the reasons why it is particularly difficult to recruit section chiefs in primary schools today, whether they are full-time or substitute teachers. Last, according to the research results, this study suggested to appoint teachers who concurrently serve as administrative section chiefs at junior high and elementary schools.
