初探里山的永續利用關係:以日本福岡縣糸島半島為例

Exploring the relationship of sustainable use in Satoyama: A case study of Itoshima peninsula, Fukuoka, Japan

摘要


本研究主要目的是探索里山的永續利用關係。里山倡議的三摺法廣泛的受到研究者與執行單位的關注,其中可貢獻社會-經濟成長的面向連結起各種產業,並有諸多實踐案例與研究成果。但本研究主張關鍵行動面向中,自然資源永續利用應為最重要的核心價值,本研究意圖填補此學術縫隙。在個案研究法及探索性個案研究法交互使用下發現,台灣與日本在推動里山的差異性問題,因此假設里山的原型可以釐清此問題的原因,研究範圍聚焦於糸島半島「山-平原-海」的地理特質,主要原因是與台灣的環境相似且尺度相仿,設想環境特質之間具有高度的互動關係。研究發現農林漁業共同支持里山的永續利用,也發現林業經濟的問題引起永續利用的縫隙,而造成目前社會與生態環結的失落;林業的危機也是轉機,因為促進相關權益人的參與及合作,形成新型態的協同經營體系,以維持自然資源的永續利用,本研究提出此案例以說明里山倡議的核心價值所在。

The main purpose of this study was to explore the relationship of sustainable utilization of Satoyama. The three-fold method of the Satoyama initiative has been noted widely by researchers and implementing units, which can contribute to socio-economic growth of the link-oriented industries, and there are many practical cases and research results. This study advocates that the sustainable use of natural resources should be the most important core value, and this study intends to fill this academic gap. Using case study method and exploratory case study method interaction, The study found that difference exist between the Satoyama promoted by Taiwan and Japan and the prototype of Satoyama was assumend can help clarify the cause of this problem. The scope of the study focused on the geographical characteristics of the "mountain-plain-sea" of the Itoshima Peninsula mainly because Taiwan has similar environment and scale, and assumed that interactions among the hypothetical environmental characteristics were high. The study found that agriculture, forestry and fisheries jointly support the sustainable use of Satoyama, it also found that the problems of forestry economy caused the gap of sustainable use, and resulted in the loss of the current social and ecological links. The forestry crisis is also a turning point, by promoting the participation and cooperation of relevant rights and interests, as well as the formation of a new co-management system, the sustainable use of natural resources will be maintained. This study put forward this case to illustrate the core values of the Satoyama initiative.
