摘要

本研究以台灣北部區域爲例，探討該地區網絡城市之形成、效應與政策啟示，文章分爲以下部份：第一，區域發展理論的回顧與比較，包括中地理論與網絡城市(network cities)理論；第二，藉由台灣北部區域的實證研究，利用有關各產業的官方統計資料，以及區位商數、城市流與產業多樣化係數方法，探討台灣北部區域的都市空間經濟關係，以及成形中的網絡城市現象，例如城市網絡程度增加、都市專業化與區域分工。本研究發現台北、基隆、桃園、宜蘭、新竹地區的發展型態不一，呈現中地與網絡城市理論的不同比例組合；此外，本文嘗試從規劃與政策角度，對於已具備網絡城市雛型的台灣北部區域有關都市層級與空間結構研提發展策略與建言，這些建言包括致力於網絡都市的新空間型態研究、思考如何將其納入未來區域及國土規劃以及跨域問題的處理。

This study explores the formation, effects, and policy implications of network cities with the case of Northern Taiwan Areas. This study aims at exploring the following topics. First, to review and discuss of the theories of regional development, including the theories of Central Place and Network Cities. Second, to study on the subjects of space economy and the emerging of network cities, which includes the increasing of urban networks, specialization of urban space, and regional division of labor, utilizing the case of Taiwan, collected secondary data and calculations of location quotients, urban flows, and indicators of the industrial varieties. The results reveal that there are different development types among the areas of Taipei, keelung, Taoyuan, Hsinchu, and Yilan, each of which appears different combinations of central place and network cities characteristics. In addition, this study proposes some development strategies and suggestions from the viewpoints of planning and policy-making for future Northern Taiwan urban networks and space structure, where has shown the characteristics of network cities. These suggestions include efforts to research on the topics of new space forms of network cities, incorporation of network cities into regional and national planning, and management of inter-jurisdictional issues.
