區域消費服務中心策略研究-以南台灣高雄市為例

摘要


高雄市近年來城市建設有著巨大的改變,包括各項重要設施陸續興建,並舉辦2009世界運動會,將高雄與南台灣各縣市的區域隔離徹底打破。在高鐵與高捷陸續通車的「雙高」優勢下,地區行銷策略如何行使,利用交通的優勢並善用高雄市既有的產業優勢,來發展高雄市消費服務產業以吸引觀光目光、增加投資及會議會展的人潮。未來不應只是針對大陸遊客來台,高雄市發展成為世界各國國際性觀光、會展旅遊、醫療旅遊、特殊商品的消費中心,應利用產業群聚的優勢,以展現高雄市成為地區性產業消費服務中心。 本研究整理國外城市及相關國家(OECD)對知識密集服務業與消費服務中心報告,並配合目前國內服務業現況,及南部五縣市產業狀況來分析高雄市未來可發展的消費服務業。透過「德菲法」來找出高雄市未來發展消費服務中心的策略。兩回合的德菲法問卷調查,篩選出專家學者所認為以高雄市做為南部區域消費服務中心之重要策略。 研究結論顯示「整合交通整體運輸」為分數最高的策略項目。高雄市要發展消費服務中心首重交通系統整合,除了建設具有國際和國內樞紐雙重功能的大型綜合性機場之外,在機場周邊也有建全的道路規劃,連接市中心與會展場地的交通運輸網絡系統,可將人潮迅速聚集或分散。高雄市欲發展成為區域消費服務中心時,應注重交通工具的配合及路線的規劃,妥善規劃良好的人潮疏散計畫,使得機場、市中心區、觀光景點、會展場地以及住宿餐飲等地點間彼此聯繫縝密且快速,使造訪商旅訪客能順利往返。

Kaohsiung's constructions have tremendous changes in years, including a large number of constructions, and organized the 2009 World Olympic Games. Kaohsiung had to develop consumer service industry in order to attract tourist attention, investment Exhibition opportunities and meeting the crowd. Face the future not only for mainland tourists to Taiwan, the Kaohsiung developed into the world of international tourism, MICE, medical tourism, a special commodity consumption, the use of the advantages of industrial clusters to promote Kaohsiung to show to become a regional strategy consumer center industry characteristics, the importance of the topic-based research institute. This research use of OECD Member States on the knowledge-intensive service industries and consumer service centers, as well as the five southern counties and cities to analyze the situation of industries in Kaohsiung the development of future consumer services, and use the ”Delphi method” to develop knowledge-intensive future development of Kaohsiung services sector strategy possible. In this study, two-round Delphi method using a questionnaire designed in such a way to identify experts and scholars in various fields for the development of Kaohsiung as a regional strategy for the Consumer Service Center, intersection of identity, and then issue a second round of questionnaires. Analysis of central tendency is for the selected by experts and scholars to consider the southern region of Kaohsiung as a consumer service center of an important strategy. Conclusion of this research pointed out that ”integration of the overall transport traffic” as the most important strategies. A city to develop the first heavy traffic consumer services, in addition to the building of international and domestic hub with a dual function of the large-scale integrated airport, the surrounding of the airport there is also planning to build the whole road, connecting the city center and exhibition venues and transportation network system, can be gathered or dispersed the crowds rapidly. For the development of Kaohsiung as a regional center consumer services, should focus on the co-ordination of transport and route planning, a well-planned evacuation plan a good crowd, making airports, downtown areas, tourist attractions, as well as catering and other accommodation place contact with each other carefully.
