高雄市發展成為區域產業營運總部策略研究

Development Strategies of Kaohsiung as the Operational Headquarters of Regional Industries

摘要

本文經由國際城市比較分析及產業問卷，結合「移轉份額分析」，來了解哪些產業對高雄市來說是具有潛在利基的，進而對高雄市的產業做定位。並計算三種不同效果：全國就業效果、產業組合的成長效果和區域競爭的成長效果，以歸納出高雄地區產業之就業及經濟成長受到全國、產業組合、及區域競爭的影響。得出推動高雄市發展營運總部的四項關鍵因素包含政府支援、傳統產業再升級、扶植特色產業聚落及培養人力資產，也提出短、中長期策略，指出未來高雄市發展產業區域營運總部之策略方向，以提升高雄市的城市競爭力，透過營運總部的聚集，進而納入世界城市網絡中的地位與世界接軌。

In this paper, through international cities and industries questionnaire, combine Shift-share analysis, to understand what industry Kaohsiung City has a potential niche, thereby positioning Kaohsiung industry. And calculate three different effects: National Growth Effect, Mix Industry Effect and Regional Competition Effect to summarize the Kaohsiung area of employment and economic growth of the industry by the national industrial portfolio, and the impact of the regional competition. Drawn to promote Kaohsiung four key factors in the development of the operational headquarters includes government support, and upgrade traditional industries to foster the specialty industry clusters and develop human assets, also proposed short, medium and long-term strategy, and pointed out the future strategy of the development of industrial regional operating headquarters in Kaohsiung direction, in order to enhance the competitiveness of Kaohsiung city, through the aggregation of the operational headquarters, and then incorporated into the status of the world city network with the world.
