區域創新系統觀點探討大高雄產業再發展之研究
A Study from the Perspective of Regional Innovation System on the Further Development of Industry in Greater Kaohsiung
摘要
高雄縣市合併後，產業結構與分佈必須重新思考其內涵，尤其如何建構「區域創新系統」，讓大高雄地區產業形成互利互補的創新產業鏈，以發揮群聚效益，提升產業競爭力，進而有效帶動大高雄產業再發展，可說是相當迫切的課題。本研究首先就大高雄產業的發展歷程進行探討，整理既有的工業區設廠及開發情形，分析高雄產業再發展的困境，並檢視國家創新政策的影響以及地方政府的作用。其次，透過問卷調查，瞭解大高雄地區主要產業的廠商創新與其外部創新的連結網絡。最後，將上述分析資料結合廠商訪談與專家學者的看法，進行綜合整理，歸納出建構大高雄區域創新系統的四項觀點，1.加強空間整合，培育產業核心競爭力，形成產業聚落；2.建構知識流動的合作機制，促進行動者的互動；3.營造有利的制度環境；4.建構創新資訊服務平台，加強中央與地方的合作。以此作為大高雄產業再發展的動力。

It is necessary to rethink the connation that industrial structure and distribution have in Kaohsiung City after the merger with Kaohsiung County, especailly how to construct the formation of regional innovation system. The reigonal innovation system is to make mutual benefit by forming the innovational industial chain. The cluster effects not only enhance industrial competitiveness, but also effectively promote the further development of industries in Greater Kaohsiung. First of all, this research analyze industrial development and changes in Kaohsiung so as to look into the effect of National Innovation system and summariz collation of all the factories established in industrial districts. Secondly, it examines the links between Greater Kaohsiung area external innovation network through a questionnaire survey. Finally, it combines the data analysis with the views of experts and scholars, to summarize the regional innovation system in Kaohsiung. There are four principles: 1. Strengthen the space integration, foster industry's core competitiveness, and form industrial clusters; 2. foster co-operation of knowledge flow mechanism to promote interaction between the main action, 3. to create an enabling institutional environment 4. establish the innovative information service platform, and deepen the development of technological innovation and cooperation.
