法國科學園區之創新策略評述

摘要

正當歐洲以歐盟框架實現逐步統一的方向時，歐洲各國的科技政策也發生相對應的變化。由於歐洲政治結構的重大轉變與調整，在科學技術政策上，也朝向以歐洲研究區的形式加強一體化的趨勢。法國為歐洲重要的工業大國，其科技政策具體的成果之一便是科學園區的推展。本文討論法國如何在面對全球化競爭與歐盟框架提出競爭園區的新概念，將園區發展經驗拓展至全國地方區域的工業區。首先對於法國既有創新政策之特質作瞭解與分析，並透過成功的科學園區案例發展，探討創新政策措施與工具運用。以文獻回顧法與歸納法，從政策工具、經營管理與開發方式、土地廠房租賃制度等角度觀察與分析。繼而基於此一基礎，深入討論法國競爭園區之創新政策新方向以及其實施操作方式等實質內容。

While European countries try to achieve the further unification with the European Union framework, the relative changes of science and technology policies in them have taken place. Since the political structure of Europe has been changed and adjustment significantly, the science and policy trend to become a united European research district. France as an important industrial country, one of the achievements in science and technology is promoting and developing Science Park. In this paper, trying to discuss how the French government addressed the new concept -”Les Pôles de Compétitivité” for extending their experiences of developing Science Park to regional industrial districts faced global competitions under the European Union framework.At first, this study tries to inquire deeply and analyze characteristics of French innovation policies. Discuss the application of measures and tools in their innovation policies, through a successful case of Science Park. Using Literature Reviews and Inductive Method to analyze and observe form the view point of policy tools, operational management, land and plant lease system, and other perspectives. Then deeply discuss the new direction of innovation policy ”Les Pôles de Compétitivité”.
