摘要

中草藥現代化產業將是未來二十年全球最重要的四大產業之一，且根據國際醫學統計年報估計，2006年中草藥市場產值已突破350億美元。事實上，台灣中草藥製劑產業發展受到行政院衛生署、經濟部、財政部相關政策的影響和廠商、消費者間的互動，形成一個複雜且動態的系統。台灣政府在2001年正式實行「中草藥產業技術發展五年計畫」，2005年3月全面推動中藥廠實施GMP制度，五年間產業界在國內外提出植物藥新藥臨床試驗申請達26件，而國科會在獎助研究上的國內外專利高達74件，已達成上游研發成果落實產業界之規劃。系統動態學是一個研究及管理回饋系統的方法，強調對系統作一個整體且宏觀的考量，以深入思考整體系統的運作現象及其背後的本質。本研究以系統動態學探討中草藥製劑產業技術發展結構，嘗試解釋其系統行為。研究結果顯示中草藥產業技術發展之關鍵環路主要受到廠商資產規模大小、新產品研發人員、臨床研究設備、臨床實驗人力和中草藥專利件數等五個變數之關鍵環路相互作用。最後研究結論為當廠商研發經費增加、投入研發廠商家數比率提高和政府資金的補助，使中草藥製劑產業產值皆呈現成長趨勢。

The modernized Chinese herbal medicine industry will be one of the four most important major industries in Taiwan in the next 20 years. According to the annual statistical report of International Medical Science, the market value of Chinese herbal medicine market topped US$35 billion dollars in 2006. The development of an intricate and dynamic Chinese herbal medicine industry involves relevant policies and cooperation among the Department of Health Executive Yuan, Ministry of Economic Affairs and Ministry of Finance and interaction between manufacturer and consumer. In 2001, the Taiwanese government implemented ”The industry's technical development of Chinese herbal medicine five-year-plan,” a plan that required traditional Chinese herbal medicine manufacturers to meet good manufacturing practices system by March of 2005. Over that five-year period, applications were received to clinically test 26 new herbal medicines both domestically and internationally. During the same period, the National Science Council gave out 74 achievement awards for domestic and international patents. This five-year-plan achieved its goal of helping upper research and development achievements reach the manufacturing industries where the medicines were produced. This paper uses dynamic system to explore the Chinese herbal medicine industry's technical development structure and explain the mechanisms behind its systematic behavior. Finally, this paper discusses the impact of changes in manufacturers' R&D fund, number of firm in R&D, and government funding of R&D on the market value of Chinese herbal medicine industry.
