全球化脈絡下臺灣公民教育的挑戰與回應

The Challenges and Responses of Civic Education in Taiwan under Context of Globalization Center for Teacher Education

摘要


全球化是一種因爲科技快速發展,通訊便捷頻繁,彼此距離縮短,在政治、經濟、文化、教育、宗教等各方面相互影響,形成全球通行標準和共同文化樣式,而利弊互見的現象。它是當代最具影響力的浪潮,不但改變人類生活世界的樣貌,也帶來新的問題和困境。當前,臺灣公民教育的現況無法滿足全球化的需要,面臨國家和全球公民教育目標對立、教育專業與市場導向兩難、教育理想與教育現實衝突、公民教育機會不均等、爭論性議題討論機會較少和全球公民資質教育不足等挑戰。首先,必須充實公民與社會課程綱要,營造開放的社會環境,兼顧國家公民與全球公民的培養。其次,採取開放參與和共同決定的原則,尊重教師的教育專業,兼顧教育專業和市場導向的目標。然後,積極參與非政府組織,尋求政治上的突破,兼顧教育理想與教育現實的原則。接著,採取「教育優先區」、「攜手計畫」或是透過大眾傳播媒體的配合,宣導公民教育的觀念;最後,鼓勵教師採用討論的教學方法,讓學生有更多機會討論爭論性的議題,而且加強全球公民資質的培養,才能有效因應全球化對公民教育的挑戰,培養出符合全球化時代需要而優秀的世界公民!

Globalization comes from the speedy development of technology, convenient and frequent of communication. The distance between nation and nation is to cut down. They affect each other in politics, economics, culture, education, religion and other dimensions. Therefore, it forms not only global common standards and cultural patterns, but also phenomena of advantage and disadvantage. It's the most powerful stream in contemporary that not only changes the life-world of human being, but also brings new problems and predicaments. Current situation of Taiwan civic education can not satisfies the needs of globalization. It faces the challenges about antagonism of civic educational goals between national and global citizens, difference between educational profession and market direction, conflict between educational ideal and reality, unequal opportunity of civic education, too few chance of discussion about debatable topics and insufficient education about global citizenship. Taiwan should first increase civic and social curriculum outline, build an open society, in order to look after both sides between cultivation of national and global citizens. Second, adapt principles of open participation and collective decision-making, respect teacher's educational profession, in order to integrate the goals of educational profession and market approach. Third, joint the non-governmental organizations; break the political straits positively, in order to include the principles of educational ideal and reality. Fourth, adapt ”educational priority area”, ”hand in hand plan” and through cooperation among mass media to propagandize concepts of civic education. Fifth, encourage teachers to use instructional method of discussion, let students has more chances to discuss debatable topics and increase cultivation of global citizenship. Than can Taiwan cultivate excellence world citizen who correspond with the needs of globalization age and response to the challenge of globalization effectively.
